Fire services plan to implement a system of charging for responding to false alarms in a bid to avoid wasting public resource on unnecessary call outs. Is there a better way by actively encouraging people to verify fire and intruder threats & free-up their resources to deal only with legitimate, emergency call-outs?

Dear Sir,
I was concerned to learn that fire services may soon implement a system of charging for responding to false alarms in a bid to avoid wasting public resource on unnecessary call outs. But I believe that penalising people isn’t the answer. We should also be looking for ways to reduce these false alarms and free-up the resources of our over-burdened emergency services.
All parties would benefit significantly by encouraging a more intelligent approach in responding to fire and burglar alarms. If both the fire and police services actively encouraged people to adopt proactive monitoring systems to verify fire and intruder threats it would free-up their resources to deal only with legitimate, emergency call-outs.
Not only would this help to reassure the public, it would also give them the peace of mind that they will get the response they need when it matters.
